Mr. Groves is an international security specialist focusing on operational level issues in peacekeeping from the perspective of the United Nations and other governmental institutions. He is a 34-year career Canadian army officer who served with the Special Service Force, Canada’s UN Standby force. He has extensive operational experience having served in UN missions since 1963, and later joined the UN Office of the High Commissioner for Human Rights as Senior Security Manager from 1996 to 2009. He has since been consulting on international security matters for major international organizations and various governments.
